What is metadata

Metadata is data about data. Metadata records structured information about characteristics of the source of data, an abstract, its formats and topics, extents of geographic information, associated rights and administrative information. By using record standards for metadata it is possible to create a searchable and interoperable catalogue of data and information.

The catalogue allows for effective searching for information, whether there is a dataset for a particular topic, whether the quality or date range is relevant and how the data can be obtained and used.

In the context of Offshore Renewables metadata provides as basis for recording what data and information has been collected by the Round II programmes and what is lodged with COWRIE. Metadata will also help developers organise information and reduce duplication of effort. It helps to form the basis for the data and information retrieval and the long term data stewardship.

Metadata consists of a series of mandatory and optional fields. The description of each of these fields is provided within the online metadata entry tool - help is provided on each variable. Metadata is required for projects, surveys and records within projects and the data reports generated from the process. The metadata structure of the records is illustrated here; it associates surveys with projects and reports with either projects or surveys.

Data Accessibility Metadata

Metadata will be used to control access to data and the timing of release of data and information. It is important that any data that has access restrictions (where the information is commercially confidential) record this information within the metadata.

Metadata is essential to these processes and thus forms an important first step in developing COWRIE's data and information management plan. As part of the lease COWRIE expects developers to submit metadata with their data and information. Find out how to submit metadata.

Metadata Standards

There are many standards of metadata. These are necessary to ensure that both internally records are consistent and that external records can be located and understood by search criteria based on the metadata attributes. The problem is that there are many 'standards' that have been used for different purposes. COWRIE has developed a backend system that avoids many of the concerns of metadata standards.

Many developers have not collected metadata for the data and information generated during the exploration or later stages of the prospect development. This provides the basis for a common standard to be adopted by those groups. Where developers have collected metadata it will be important that this can be loaded into the COWRIE metadata records.
