Data Stewardship Plan

The Data and Information Management Plan deals with the shorter term data policy and data management. The COWRIE Stewardship Plan allows for the longer-term security and accessibility of data and information.

COWRIE's Data and Technical Working Group has established that it is not, in itself, the longer term custodian of the Round II data and information. The collection of metadata and the organisation of the survey records prepares the framework for the data to be passed to other data data archives.

The Marine Data and Information Partnership (MDIP) has been promoted by Defra to provide a framework of marine Data Archive Centres (DACs) that can act as longer-term data repositories for project data and information. COWRIE is working with MDIP and its constituent Data Archive Centres to establish the basis on which offshore renewables resources will be passed to them for stewardship.

It is anticipated that the range of data collected within the offshore renewables programme, and monitoring data will be distributed to the various topic centres (current data to BODC, species data to DASSH etc). A key section of the DIMP design and the Stewardship Plan is the approach to ensuring that the various data and information resources from a single Round II lease can be recompiled from the distributed data archives. This is based on ensuring careful metadata entry to achieve effective interoperability.

The COWRIE data portal will act as the 'clearing house' or hub, with a series of nodes accessed through a standard interface, or indeed multiple thematic interfaces. The same distributed architecture should allow compliant records to be search within these data hubs by operating the same search criteria on the other records that the DACs manage.

Data within the DACs and within COWRIE's data archive will be stored electronically. Electronic records need to be refreshed and the translation or maintenance of physical condition, access and software capacity need to be maintained within the long term data plan.

This Plan is an 'organic' document and will be updated as the agreements are negotiated with the individual data centres.
